Is the rise in sociopath personality traits a manifest function or a latent function of politics in society?

I think that it is a combination of genetics and external environmental factors. Many anthropologists postulate that abusive childhoods create abusive parents/adults. Why then would it be implausible to state that television and the public education system which are (in many cases) much more present in a child's life than parents creates a pseudo-sociopath. I would argue that the resulting proliferation of sociopaths is caused by a latent function of politics. I go towards the latent view because to some extent all politicians want a plethora of sheep to control. Sociopaths as you suggested before cannot really be controlled. So, in my opinion, the greater forces would not intentionally create this type of monster.
