Is it too late to consider applying to an ivy league school?

Career, not carrer. Everyone applying to the ivies has the highest grades in the hardest classes and very high test scores, and Cornell took fewer than 10% of applicants this year. Your GPA is low for a top school, and colleges ask for unweighted GPAs. As for activities, those related to your major help the most, especially if you've found a way to get involved in it already. Quality over quantity; one great activity, like a NASA internship in atmospheric science, looks better than joining every club out there. No, you don't have too much of a shot right now. Fortunately, many schools offer classes in atmospheric science, usually in the physics department.
