How do I effectively apply diaper cream?

I read the directions on the back of the cream and it said to apply it liberally, but also to let it dry before putting a diaper on. My daughter hates having her diaper changed, so I try to do it as quickly as possible. Is it okay to put the cream on and then the diaper right away, or do I really need to wait awhile until it dries?
