International Students Applying to Cornell University?

What are the factors taken into consideration for international students who want to study in Cornell? (Engineering preferably) I was also told that ECs are not really a big factor when it comes to INT students applying to US universities because there is no clear-cut way to gauge a student's EC involvement from different countries. Is that so?
