How to get criminal records in Belgium?

How does one obtain a copy of a Belgian national's criminal record? What is the cheapest way? Is the criminal in question informed of the action, if granted? Are such requests granted liberally or must the one provide a justifiable reason (eg you're an employer checking a candidate?)
