How do I get my cats to stop urinating outside their litterbox?

I have two cats, both fixed, who continue to urinate outside their box. The box is regularly cleaned and the areas are constantly cleaned first with 409 and clorox, then liberally sprayed with products guaranteed to stop the marking. I don't know what to do and I'm at my wit's end. Please Help Me!!
